If not it means you are hitting the default group each time unless a group-url is used.
If IAS is selected the rule doesn't work and if you allow any service (but still have specified the program) it works. So in this case it looks like the windows firewall rule matching functionality is buggy in regards to IAS - but there is a risk that it might affect other firewall rules if they use the services.
A better solution is to use the Microsoft Windows Server 2003 Internet Authentication Service (IAS). The Microsoft IAS Server is a Remote Authentication Dial In User Service (RADIUS) server. A RADIUS server accepts authentication requests from the ISA Server firewall/VPN server and forwards them to an authentication server. There is also the additional replacement of Internet Authentication Service (IAS) with Network Policy Server and Network Access Protection (NAP). I have tried using the default setting on both the ASDM easyVPN wizard and MS IAS remote access policies. I have gotten the test to work as far as authentication goes, but It rejects any attempt for authorization. I am unsure at this point if something is misconfigured in the IAS server or it is a setting in the Cisco VPN.
